Beginning July 6, 2004 electronic Medicare claims that are not submitted in the HIPAA-required format will be paid 13 days later than HIPAA-compliant claims. Non-HIPAA compliant electronic claims will be paid on the same timeline as paper claims—no faster than 28 days, rather than the electronic submission timeline of no faster than 14 days.

According to CMS, the great majority of electronic claims they're receiving meet the HIPAA standards. If your facility is a Keane Care client and it is not yet submitting HIPAA-compliant Medicare claims, please contact us or click here to visit the clients-only section of our Website for instructions on testing the software with your trading partner.

CMS' contingency plan concerning the October 15, 2003 deadline for submitting HIPAA-compliant Medicare claims requires they be submitted electronically, although they will be accepted even if they are not in the HIPAA-compliant format. That plan was modified February 27, 2004, to add the 13-day delay in payment.

    CMS has clarified when MDS Section P1o, Hospice Care, can be checked. The new language in the Resident Assessment Instrument (RAI) manual now states that a hospice program offers "an array of" services and that "the hospice must be licensed by the state as a hospice provider and/or certified under the Medicare program as a hospice provider."

    Previously the manual stated that the program "may or may not be covered by the Medicare hospice benefit."

    CMS has clarified the differences between SNFs and Nursing Facilities concerning the services of physicians and non-physician practitioners in 16 questions and answers. A few of the points specific to SNFs:
    • Non-physician practitioners (NPPs) may not perform the initial comprehensive visit in SNFs


    • NPPs may not sign initial orders for an SNF resident


    • Re: certifications/recertifications: Physician Assistants, regardless of employment, may not sign; Nurse Practitioners and CNSs, not employed by the SNF, may sign


    • Re: therapy plans of care under Medicare Part B: when a physician or NPP establishes, he/she must also certify the plan of care. When established by a physical or occupational therapist or speech language pathologist, a physician or NPP with knowledge of the case must sign

    Healthcare professionals joined together in Orlando for another successful Keane Client Conference in May 2004. The theme of this year's event, Turning Vision into Reality, focused on how the latest advances in healthcare IT are playing a vital role in helping to reduce costs and improve the quality of care.

    The Conference provided a great forum to meet with peers from across the country, expand product knowledge and expertise using Keane's systems, and gain valuable insights into issues facing healthcare IT.

    Keynote speaker, Dave Harris, partner, PricewaterhouseCoopers, presented an enlightening discussion on "Revenue Innovations: Discovering Best Practices in the 21st Century." Conference highlights included Users' Group and Special Interest Group Meetings, client presentations, product workshops, training classes, Product Expo & Partner Fair, and of course, some exciting social activities.

    Non-Coverage Notices to Medicare Advantage Enrollees

    The Keane LTC Users' Group invites staff from all facilities using the VistaKEANE system to participate in their organization.

    The mission of the Keane LTC Users' Group is to provide input to ensure all the products used by Keane Long-Term Care clients meet the ongoing requirements of the post-acute care community. The Users' Group is a self-governing body, independent of Keane.

    Membership in the Users' Group is free and individuals determine their level of involvement.
